Serving Precinct 4 constituents is our number one goal. With that in mind we have one stop, one phone number, one e-mail address for you to find a solution to any need you might have in Harris County. Tell us what's needed and we do the work! Whether it is a street or a stop sign to be replaced, a road or sinkhole repaired, or questions or comments about Precinct 4 services, CAD can assist.

The staff researches and responds to thousands of calls, letters, and e-mails each year concerning road and bridge maintenance and various issues throughout Harris County and Precinct 4.
In addition to processing requests for maintenance, CAD maintains current records and information on many services and agencies within Harris County and Precinct 4.

There are several ways to send a request for service to CAD:

· Call CAD at (281) 353-8424 Monday through Friday from 8 a.m. to 5 p.m.
· Residents east of Lake Houston may call toll-free: (281) 456-8852

After hours, weekends, or holidays, please contact the Harris County operator at (713) 755-5000 to report road hazards, such as blinking traffic lights, missing manhole covers or storm drain grates, missing stop signs, etc.
 
Thank You Prestonwood Residents...
I am not a resident of yall’s fine community but I just wanted to thank you so much for the time and effort everyone in your community does around the holidays with their Christmas decorations. It was a holiday tradition when I was a child to visit your community and has been a continued tradition with my child now. I cannot imagine the frustration the traffic must provide for residents, but just wanted to say thank you and please keep up the good work! If there is anything I could do to help so I could give back, please let me know!

One of the few things that I miss about living in Texas is the annual Christmas light display at Prestonwood Forest. Our family thoroughly enjoyed adding a tour of your neighborhood in December. In Portland, Oregon visiting Peacock Lane is a must for a lot of the residents. But it really pales in comparison.

2012 Assessment Rate Increase
FACTS ABOUT THE 2012 ASSESSMENT RATE INCREASE

Your Board of Directors has been diligently reviewing expenses, collection rates and future capital repairs and improvements needed that will affect the 2012 and future budgets. Although we understand these are uncertain economic times and increased costs seem unwarranted, the Board is forced to make tough decisions regarding your money and how it is spent, with the main goal being the protection of our individual investments….our homes. Therefore, the Association must assess an increase for 2012 pursuant to the governing documents to continue on our path of improving and sustaining our current fiscal solvency and to continue with long range planning. We have created a detailed explanation below to help you understand why and how the decision has been made. We appreciate your continued support of our efforts to maintain our beautiful community and can certainly answer any additional questions you may have. 

• 2012 Assessment Rate has been set at $600 annually (2011 Assessments were $578)
• 2012 Assessment Increase = 3.8% increase based on estimated average of CPI (Consumer Price Index)
• This increase = $22.00 additional annually or roughly $1.83 per month
• Assessment has not increased since 2008 even though the governing documents allow an annual increased based on estimated CPI
 
WHY DOES THE ASSOCIATION NEED TO INCREASE THE ASSESSMENT RATE?
 
• The  Consumer Price Index(CPI) has increased over the last 5 years by and estimated 10.5% creating continual service and materials cost increases
• In 2011 alone, consumer pricing and labor costs have increased by over 5% in most cases
• Minimum wage has increased
• Federal tax rates have increased
• Insurance rates have increased
• Continue building a Reserve Fund to meet Reserve Fund Requirements  for future years’ repairs and replacements of amenities
• Foreclosures on the rise - Association forfeits all monies owed prior to foreclosure date – Association forced to write off (lose) an estimated $11,000.00 in 2011 alone
• Increased legal fees caused by delinquent owners and pursuit of deed restriction violation correction – an estimated $10,000.00 in 2011 alone
• To assist in protecting property values of the neighborhood by deterring reduction in services and improvements
• To replenish capital reserve funds utilized over the past 3 years to improve and properly maintain amenities

• Trash Removal
• Constable Patrol
• Landscaping, Mowing and Irrigation for all common, recreation and entry areas
• Hazard and liability insurance for common areas and amenities owned and maintained by the Association
• Deed Restriction Enforcement 
• Collection Enforcement – Delinquent Owners
• Recreation facility/common area maintenance, including 2 pools, 2 tennis courts, entry monuments/signage, clubhouse, perimeter fencing, etc.
